    1 We can't switch teams between rounds, right?
    2 Are DLC Mons and moves allowed?

    1) Yes you can switch teams
    2) DLC moves and mons are banned until next round
    This is why we should play on smogtours.psim.us , that side server will have the old banlists until next week
