Übers that are not übers – namely, Pokémon that are classified as übers yet are actually somewhat terrible in this tier. That they could potentially be moved to OU. Catch my drift?
This came to mind as I was viewing Lugia across the generations. Maybe it actually is an über and that it is pretty good, but it's stats bore me.
