I dont think it's not balanced. His defenses are near to 0 .... He's so easy to get killed. But yeah having a Dark/Electric/Psychic coverage is quite good in the metagame

Imagine if Chinchou could be caught before the first gym with an Old Rod ? It would be A pokemon, or S (Very effective against Gym 1, 4, 5, 6, 7, 8) and be almost immune in gym 3 with Volt Absorb. Efficient versus Team Aqua (and Zubats)
