Why is SubSplit Gengar played with 4 Def EV's in 4th Gen and 4 HP EV's in 5th Gen.? Wouldn't it be better to keep the HP as low as possible? Or is it actually pretty much immaterial?

I know it basically comes down to which team mates you therefore how your team looks but is the CroCune Set (especially 4th Gen but 5th Gen also) only viable for defensive/stall teams or has it any use it in a balanced team aswell? (ofc it should be misplaced in an offensive team)
