    The hard limit is for minimum Base Stat is -2. Below that, you can get a negative stat if you have no EVs or IVs in the given stat. So allowing 0 or negative base stats doesn't really affect much, and I think that it makes a lot of sense to restrict to 1-255.

    Sorry, I'm using linear as its used in my physics courses, where its generally restricted to direct proportionality. As for the question at hand, going by the OP: I would apply the boost to a move's BP, or, equivalently, to the appropriate offensive stat.
