I don't really need to say anything about Blastoise but on Ninetails run Focus sash over wide lens. Only possible threat I see right now is Choice scarf Hitmonlee with Earth quake/Blaze kick/Stone edge/Close combat but if you run Focus sash on Ninetails it should be a true problem.

You are right about the Luacrio hurting you but what is really going to hurt after Gyarados is gone is MixApe well the standard Hp ice/Fire blast/Grass knot/Close combat set. Also if you are having that big of a Hera/Luke problem than just replace Forretres with Gliscore.
