Yeah, Dan Dan is correct. I did the Stark Mountain quest all the way up to making Puck return the rock-thing, but I did not finish the quest for a couple months. It wasn't until I finally captured Heatran that the VS Seeker trainers went up another level tier.

Yeah, I just tested it. I took a Mr. Mime with Role Play to Route 228 and Role Played a wild Dugtrio with Sand Veil. Mr. Mime took no buffet damage from Sandstorm. I only noticed this because I was hunting for Cacnea there and realized they weren't taking buffet damage despite their typing...

Ability Sand Veil will prevent buffet damage from Sandstorm even if the Pokemon is not Steel, Rock or Ground. This only applies to Cacnea and Cacturne though.
