You're forgetting about Starmie and Lanturn (who gets STAB on both moves). There may be others that I'm forgetting as well.

Exploding Bronzong on Swampert doesn't even do the job. The last time I did that the Swampert survived with ~20% HP. I can't use a Celebi because I don't have access to it.
