    Mountaineer is too broken an ability, the thing's Achilles' heal is obviously Stealth Rock... why take it away completely?     You can just use a Lv45 Kyogre/Groudon (from Sapphire/Ruby respectively) if you just want to activate weather effects. That way, they're definitely not too good for OU and you can have your weather of choice.
