I don't disagree, it is just that Mienfoo doesn't have the same impact as Gligar, Misdreavus, Murkow had on the past so I don't think it will be well-classed if it is in the top 10. I will add Snover, Chinchou and Gligar, thanks.

You're right, all other Pokemon has a bigger impact on the metagame but Mienfoo is only a nominee. I think it won't be in top 10 anyway.

Your set is good if you want to pass Sword Dance. I would just say use Substitute over Stone Edge because it's not really useful while Substitute is really useful. Also, Drain Punch >Hi Jump Kick if you want to baton pass more boosts. No change for your EV spread which is great.

Porygon is better than Licki. Lickitung is maybe bulkier but Porygon has recover whereas Lickitung will rely on Wish + Protect. Unlike Lickitung, Porygon hits hard and isn't a set-up fodder, uninvested Porygon has 15 in Special Attack while Lickitung has 12 in Attack. Own Tempo isn't that useful...
