    Nope, as long as, as VaxtinTheWolf said, you don't get a weird anomaly like "They prefer to play with other Pokemon". However, evolving it should change it from "They don't like each other very much" to "They seem get along" which means eggs should be produced with a greater frequency.

    Chansey is in the fairy group, meaning it can breed with Marill. Catch some (male) Azurill in the wild, they should come with three perfect IVs at least. You can always breed the Marill a few times to get a better spread first as well if you like.

    I think that it is just the 0 IVs (or maybe 0-5) and the different phrases are just flavor based on the stat. Eg two that I remember of the top of my head are "you won't be getting anywhere with that speed" and "you'll barely scratch your opponent with that sp.atk" (or something along those lines)

    With out doing the hard maths: the first ditto will give you a chance of 4 IVs, but you could get 0. While the second will give you a better chance at at least one IV.     Most people probably release them. It's what I've been doing. Assuming you've gotten that 5 and keep a 4 mate for it. Just incase you want to breed another down the line.

    31 across the board would be odd for all IVs. If you look up at my Skiddo I checked up a few posts it is also odd on all IVs but only had Dark. Also the 31 across the board is the same as the OPs table.

    The spread showing on MetalKid's IV Calculator (http://www.metalkid.info/Pokemon/Calculators/IV.aspx) is 31/31/31/19 - 21/26/29 - 30 and with the combination 31/31/31/19(21)/26/30 you'd get Hidden Power Bug (using both the old Gen formula as well as the one in the OP).
