I think Zapdos can use Static since it isn't running Defog. Static is probably better for an offensive team, and as a defensive pivot.

Mega Loppuny is also a major threat to HO since it can break sashes easily with a hard hitting Scrappy Fake Out. It is also faster than the entire unboosted meta game except for a few other Megas.

Personally I would use a lure like Mixed Mega Altaria with Earthquake to bop Heatran. Then on Serperior run HP Fire to handle the other steel types. You can then run either Heatran or Jirachi to handle the remaining threats.
