They want to keep bans as simple as possible, and they don't like to break up a Pokemon's sets for the purposes of bans (e.g. Gorilla Tactics and Zen Mode Darm-G in gen 8 OU).     Out of curiosity, did the council members give thoughts on their Flutter Mane votes? It's the only pokemon on the slate that had more than one ban vote, so I'm curious what they thought about it.
