From looking at the Pokemon, the only Pokemon I see that can be a little overwhelming is Victini do to the vast amount of Ice types. Avalugg might be good to take at least 1 V-Create but I fear it won't be enough for the Ice type defenses at least. Weavile can come in and easily Pursuit trap...

I like this tier so far. To be so limited, it can be very balanced at times. The only birdlike and humanoid rule is pretty interesting as well. It's not one of my favorites, but it sure is fun!
