Not sure what you're talking about, you CAN Dmax if you have a mega stone and/or Z crystal on another team member. Those mons just aren't allowed to Dmax themselves.

This does not violate Infinite Battle Clause. Infinite Battle clause is specifically the combination of Leppa Berry + Block + Recovery + Heal Pulse. What you provided is legal, albeit very nasty. Eventually, your Pokemon will run out of PP and Struggle to death.
