ok just tested it, steam engine only works once per switch in kinda sucks :( so you cant just keep boosting the speed through it

ok why do you need agility with 140 speed base stat ;/ if 140 doesn't satisfy you for speed nothing will lol zacian is a really really fast boi or girl if you read it's pokedex entry it also can't hold items unless you use the inferior base form

i was doing some numbers, after steam engine activates a Coalossal can reach 183 speed at lv50. thats close to speed of a mega sala i used a adamant Coalossal with 100hp/252atk/4sp.def/152 spe spread i can see some double gimmick strats using lava plume to just speed boost it to a crazy level...
