    As for Taunt beating Heal Block...yeah, OK, in a lot of ways it does. But Heal Block lasts longer, doesn't require that you be faster than the opponent, and some PKMN that can't learn Taunt can learn Heal Block.

    Basically, it comes in after one of your PKMN gets KO'd and KO's something of the enemy's as payback. Generally, revenge killers are PKMN with great attacking ability but who have a hard time switching in - since they come in after you lose one, they get a free switch, see?
