12HP an 68 SpD isn't gonna make much difference, Lapras is naturally bulky. Personally I'd just go for 252at 252spe. Getting outsped and killed by Terakion and Thundrus isn't worth the tiny amount of extra bulk. Perhaps the 12HP have some small use in turning seismic toss into a 5hko but...
