The Scope Lens is what you're thinking of, I believe (which, like you said, boosts crit hit by one stage). Zoom Lens boosts accuracy by 20% if you go second and Wide Lens just gives a 10% boost, period, at least according to my Platinum file.

Technically Dragonite had ExtremeSpeed as far back as G/S/C, which still makes him the first priority dragon. Point taken, though.
