    Because they're grouped together on size and importance. Tangrowth is too big to be in the center; it leaves a lot of Mightyena out of the frame. All the larger pokemon are in the background, smaller up front. K? K. EDIT: tangrowth would block out the dogs as well if it was in the middle.
