Is it legal to use a fully EVed Arceus on Wi-Fi (i.e. The one from Hall of Origin in-game), or must we run the lv. 100 event Arceus like on Shoddy (max 100 EVs in all stats)?

I use legal hacks, and it says so in my signature. If you failed to read that, then that is your fault, as Celebi is allowed in OU battles.
