Yep they can't. Probably because a) Zacian and Zamazenta are the heroes that STOPPED Eternatus (the source of Maxing) by being able to resist said max energy or whatever, and b) there is no way in hell anyone is using Eternamax for themselves.

Eternatus can't max, so Max Ooze doesn't apply there. The box legends can't either.
