I think Flareon is fine where he is. Too limited to move up, but it's niche is too viable to go completely unranked. Flareon still a little underrated imo. Not saying it should rise on the VR, but it can check a lot of special threats, not just Clefable (it just so happens to be really good at checking Clef). Set is typically Flare Blitz, Wish, Protect, Yawn/Will-o-Wisp, and max SpDef and HP

I've been using 24 speed IVs on Flareon to creep standard LO Clef and uninvested Corv and then the rest in SpDef. Not sure how necessary that is, but it helps. I also tend to prefer wisp over yawn for the long-term play, but both have their upsides.
