    My apologies. I'm used to running Tropius on my hail team. Under Hail or Sandstorm, Tropius is capable of recovering 60%+ HP per turn. He gets hit, eats, recovers, attacks, gets hit by hail, eats, recovers. Unless PO has it implemented incredibly incorrectly, he is quite capable.
