I'm pretty sure we've reached the conclusion that recoil most likely would not be prevented by Encourage, but things like paralysis, etc would. Recoil isn't a "secondary effect," but rather a result of using the attack. And yes, the B/W excitement has made me decide to stop lurking. Woot.
