Not much of a rate, but you can use HP Ice on Celebi. HP Fire is mostly for Scizor, who Forretress can take a hit from. Also, liking The Police reference.

Roserade doesn't really beat things per se, so much as mind its own business and set up. I've usually abused resistances/immunities against Machamp with Leech Seed to get it to either switch, or into KO range. Roserade isn't quite strong enough to break through things like Suicune, Gyarados...

Small nitpick- it's only a 2x resist, as Ground doesn't resist Fire. Flygon's advantages over Dragonite in terms of typing would be a resistance to Rock and an immunity to Electric. Celebi, Rotom, and Tyranitar can take electric attacks well, and while the Rock resist is a little more needed...
