You definitely need to use Bug Bite over X-Scissor on Scizor. With the boost from Technician factored in Bug Bite will always be stronger. X-Scissor = 80 * 1.5 = 120 Bug Bite = 60 * 1.5 * 1.5 = 135

For the Scarf Set might I'd consider using U-turn over the two fighting moves listed, allowing it to serve a scouting role.
