you said you needed a reliable phazer, so i suggest nidoqueen. nidoqueen can also set up toxic spikes, which helps with a stall team, and can hit hard with fire blast. it'd probably be best to use it over gliscor, but then you lose your ground immunity. do what you like, but keep nidoqueen in mind
