Okay, here’s my attempt at a team. Wi-Fi since I’ll rarely play competitor.

I always wanted to use this and I’ve already got this In-game from Colloseum. (IVs are good except for HP/Def) I would’ve liked to get HP Grass, but SR’ing for this takes about 5-7 min per try and got me extremely bored. How much would HP Ice [BP 61, Sp.Atk 325] do on Garchomp?

HP Grass helps against Swampert, Heatran will take one for the team by exploding on Blissey to help out Raikou.

Infernape- Swampert for non-Grass Rope, not sure what else counters it.

Azelf- Weavile, Togekiss, Heatran

Rhyperior- Swampert, Togekiss

Electrivire- Swampert for non-HP Grass, which won’t be common on Wi-Fi

Heracross- Togekiss, Heatran, Weezing

Salamence- Weavile, Heatran

Garchomp- Weezing, Weavile

Blissey- Swampert, Weavile, Heatran

Alakazam- Weavile, Togekiss kind of

I think those are the main ones. I'm not sure if the list is accurate so correct if I messed up somewhere.
 
Your Raikou should do 83 - 98% to most Garchomp, so you'll obviously need a CM to OHKO.

Togekiss can take Schemed Flamethrowers from Infernape and either paralyze it or hit it with Air Slash.

Some of your threat list is a bit flawed. Togekiss cannot switch into Rhyperior as Stone Edge will screw it badly. A lot of what you've listed as counters are what some have taken to calling "Type 2 Counters". Meaning, they can't switch in safely but can stop them sweeping, Alakazam vs. Weavile is a good example.

Team seems reasonably solid, but Stealth Rock hurts both Togekiss and Weavile as you have no spinner. Wish support helps a little though.
 
No, they're not. You must have just used the formula incorrectly. Aside from the fact that Garchomp's minimum special defense (assuming an IV of 31) is 206, not 200.

Do you really think a 4x effective attack, even one with a BP 61 is going to do so little coming from a special attack stat of 345?

2. I don't think so, but that's what the answer came out to. I guess you're using a different formula than I am (this is the one I'm using: http://www.smogon.com/forums/showthread.php?t=17694).... Could you inform me of what formula you are using? :/

Edit: CPU V2.0, I was going with a 25 IV. Most people will go for the 31 Breed with Atk, Spd and HP, and you normally don't get the random IVs very high.
 
You, sir, do not know how to distribute correctly, that's your problem. Granted you didn't know how to use the 'Open With...' function either, so I'll go ahead and blame it on your age.
 
357 HP/206 SDef Garchomp takes 79 - 93% from a 325 Special Attack HP Ice with a BP of 61.

I used Netbattle and MetalKid's calculator. Both come out to easy 2HKOs.
 
I got 79-93% using the Netbattle calculator for rough estimates.

For Garchomp I used Muk (slightly higher HP) and manually inputted the special defence.
For HP Ice I used shock wave (slightly less power) and set it to 4x damage.
