I have had plenty of scenarios where a hourmute feels like it doesn't quite cut it, but a ban is too harsh and several times this week alone I've caught myself thinking "I really wish there was a punishment between an hourmute and a ban".

an example of when this might be used is for homophobia, sexualizing pokemon, for when someone doesn't listen to an hourmute and does the exact same thing again, and other things of that nature
Every single example you've listed is a situation where you should be using a ban or something more severe. Bans are already the middle ground before upping to weekban and eventually blacklist for a reason; we don't want even more branching of punishments because that just raises even more questions about which punishments are appropriate for certain behavior in a system that already requires a lot of individual judgement to begin with.
