A question about EVs and rounding

So, we all know that at level 100, evs provide actual stat points to the order of 1/4. Cool. My question is, say you have a beneficial nature - I'll use Hitmonchan as my example - an adamant one. Now, the base stat is 105, so 105+105+31+5+(252/4)*1.1 = 339.9. What happens if, for example, you spend over 252 EVs? 105+105+31+5+(253/4)*1.1 = 340.175.

This all depends on when the rounding happens.

Secondly, and I'm using the hitmonchan as an example, but I've noticed that it technically has an impossible stat. At level 37 it has an attack of 127, whereas the absolute maximum is supposed to be 125. Is this also related to the rounding?

It works like this:

floor(105 + 105 + 31 + 5 + floor(252/4) * 1.1) = 339.
floor(105 + 105 + 31 + 5 + floor(253/4) * 1.1) = 339.
