A Skunktank flinched me with Fire Blast

I know the ability Stench lets it flinch with contact moves so as far as I know Fire Blast should never flinch.

Stench has a 10% chance of flinching the opponent when hit by a damaging move.

I think it applies to all moves that deal direct damage, if the above quote is correct.
