Weather Ball hits Desolate Land users like Heatran and Ogerpon-H. Psychic Noise is often used to slap Desolate Land Iron Moth, which would otherwise come in on Primarina for free, while also preventing switch-ins like Empoleon from recovering. Flip Turn allows it to pivot out of poor matchups such as Manaphy. Primarina heavily dislikes RegenVest users like Manaphy and Bulletproof Pokemon like Iron Treads, so it appreciates support options that can wear them down such as entry hazard setters like Ting-Lu and Sandy Shocks, Knock Off users such as Roaring Moon, and RegenVest Swampert and Manaphy. Meowscarada and Roaring Moon also form solid VoltTurn cores, bringing Primarina in on their checks like Corviknight and physically defensive Great Tusk to let it break them. In return, Primarina brings them in on Pokemon like Manaphy and Hisuian Goodra.
