Similar to Lionyx 's suggestion for a blacklist, I would like to suggest the reverse of that as well, so that if you are using /busy, you can set it so that only global auth PLUS anyone you specify via a command (such as /pmwhitelist (user), /allowallpms (user)) so that if you want certain people to be able to message you that aren't auth, this will work.
