Pending Add a Shared Power rule for custom battles.

Currently, there's no way to add shared power without it affecting the rest of the ruleset. There was also a way to add it through +mayhem, -scalemons, -camomons etc.

For example, when playing custom game @@@shared power it forces 252 evs max, max level 100. A rule that only allows Shared Power without anything else is missing.
