Basically title. Unless there's some technical limitation on nickname length I don't know of, I don't see a reason to not allow longer nicknames if it's included in a custom challenge. I can see room for abuse if character names are allowed to be truly infinite, but having 100 character names (or even like 50), allows for more creativity when nicknaming without allowing players to have paragraphs of text as pokemon names.
Implementing this does not seem challenging. Add custom rule 'longnicknames' that changes the 18 character limit to a defined number. If desired, aliases can be added for 'longnicks', 'longnick', and 'longnickname.'
The rule would also need to be added to the /buildformat command.
