Done Allow for auto-modchatting on a prefix

currently it is possible to force public games on LT prefixes (plenty of tiers do this for their LT), but not possible to force modchat on those prefixes. it would be ideal to be able to do both, so that rooms using POSHO dont enable randoms speculating / ghosting.

Should there be a banner message announcing modchat at the start of battles where modchat is forcibly set? Should we combine it with the preexisting banner that is displayed when a player has checked the "Don't allow spectators" button?
