While I understand why locked users can't message other users or even bots, there doesn't seem to be a reason why bots shouldn't be able to message locked users. No harm can come from bots messaging locked users since the locked users aren't communicating with anybody.
The main reason for this change would be so in games like and tours minigames, the respective bot can message you so you actually know what to do. Numerous times I have tried to join a tournament in the tour minigames room that requires a bot to send you your Pokemon (like catch and evolve), only to realize that I can't receive messages from Lady Monita (The tournaments bot) due to my school's VPN. If locked users can participate in normal tournaments, there is no reason the same shouldn't apply to tournaments that utilize bot messages. That is why I feel that locked players should be able to receive (and only receive) messages from bots.
