We all know that certain Pokémon are fail. Unown. Luvdisc. Anything that can't learn TMs and are not named Wynaut or Wobbuffet. But rather than sticking this crap in NU where even THERE it is outclassed by actually usable stuff, I have an idea.
Make another tier. A real bottom-of-the-barrel tier for the worst of the worst. A tier for anything that can't learn TMs or HMs (except Wynaut and Wobbuffet), Feebas, Sunkern, Luvdisc, POSSIBLY Farfetch'd, and a few others I'm probably forgetting. That's where those Pokemon can find their place in the metagame. A tier so bad that Cascoon and Metapod are awesome defensive beasts! A tier where Luvdisc can SWEEP! A tier where Specs Unown poses a real threat! A tier where Farfetch'd isn't epic fail! A tier where anything NU and better is not allowed. Kinda like a reverse Ubers tier. I personally think such a tier would add a new angle to the metagame and allow people who like these examples of lolfail to actually dominate with them.
Only problem being, what to name the tier? I has an idea; since it is basically a reverse Uber tier, I suggest the name RU. To find Pokemon eligible for this, simply scrape the ultimate fail off the bottom of the barrel in NU and NFE. Anything that learns no TMs and doesn't have Shadow Tag would automatically make it in, of course. Sunkern deserves mention because it has the lowest base stat total of anything. But really, I ought to leave this matter up to the experts.
