OK, so after several failed teams on the offensive spectrum, this one actually doesn't lose all that much. Changes are in bold. Without further ado, here it is:

I’ve been trying out other leads for a while. Azelf and Hippowdon are my main leads, and which one I use depends on which type of style the team is geared towards. However, because I did not want sandstorm and Azelf was obviously fragile, Swampert came to mind as a limited use check/counter for stuff like Heatran, Salamence, and Gyarados.
The moveset is obvious. SR for entry hazards, Earthquake for STAB and coverage, and Ice Beam to hit Salamence. Roar for phasing. I’ve changed the EVs for Special Attack around from the analysis, except in the opposite direction I did before. 68 SpA investment OHKOs Gliscor w/o SR on average, which means that he can’t just Roost stall me.
Roserade@Leftovers
Timid, Natural Cure
4 Def, 252 Spe, 252 SpA
-Toxic Spikes
-Sleep Powder
-HP Ground
-Leaf Storm
One of my new favorite pokemon to use. Roserade has pretty decent special defense as well as a devastatingly powerful Leaf Storm and Toxic Spikes, which mean that the threat of bulky waters minus Gyarados is greatly mitigated. Toxic spikes also help break down things like Kingdra and Tyrannitar. Sleep Powder for obvious reasons. The EVs give me max speed and 301 HP, with the rest is special attack. Natural Cure also makes Roserade a solid status absorber, along with Starmie. HP Ground is here to OHKO Heatran switchins after SR. The 252 SpA is needed to guarantee that specific KO.
Rotom-A@Leftovers
Timid, Levitate
252 HP, 168 Def, 88 Spe

My spin blocker and switch-in to the likes of LeadGross, Lucario, Gyarados, etc. Since I have two forms of entry hazards in this team, the spin blocking is useful. The EVs are standard from the analysis. Most people know what Rotom-A is used for – overheating Scizor, burning Ttar, etc. The concern I have for Rotom is that his only recovery comes from Leftovers and the occasional Leech Seed recovery. However, the Resttalker doesn’t appeal to me since I would rather have more than 2 slots open, and I already have status absorbers.

You all know him, you all hate him/love him. Lucario is my preferred stallbreaker, since Lucario gave me the most trouble when I was using a stall team. The moveset is obvious, Crunch is preferred over Stone Edge or Ice Punch for Rotom, although Timid Rotom still outspeeds me. Not much to say.

Heatran comes in with his massive resistance pool and giant raw power. I greatly prefer SubHeatran over ScarfTran for eased prediction. Dragon Pulse is used over options like Toxic, HP Ice/Grass, and Explosion because Salamence, Latias, and Flygon don’t die quickly enough from Toxic, Explosion makes me lose my Heatran, and the Hidden Powers are rather weak. Dragon Pulse scores great neutral coverage/SE coverage, since steel types are already taken care of. Modest is chosen over Timid for the extra power, and so I can skip the mindgames from Tran vs Tran.
Starmie@Leftovers

160 HP, 132 SpA, 216 Spe

My spinner and other status absorber. Starmie can hit incoming Rotoms decently hard without being trapped by Magnezone (but is weak to Ttar). Starmie also sports its own recovery, which is great. The speed lets me outspeed Gengar and the like, the HP reaches 301 (just like Roserade), and the rest is put into special attack. Thunderbolt is chosen over Ice Beam to hit other Starmie and Gyarados.
Final Words
Some IVs: Roserade, Rotom, and Starmie have 0 Atk IV because they don’t use hidden power and they take marginally less from confusion. Heatran has a 2 Atk IV for the same reason, but a 0 Atk IV is illegal. Lucario has a 29 HP IV to lessen LO recoil.
The threats I have had difficulties with are:
Gengar, because either Starmie or Rotom must take a hit to take him out, while Gengar resists my only priority.
CM Latias who has too many calm minds: My team is heavily based on the special spectrum, mainly because they take out Lucario’s checks and counters better. As such, if Lucario doesn’t get a swords dance in, my team could get an early demise.
Earthquake in general, because I only have 1 immunity vs 1 x2 and 1 x4.
Testing Scizor to remedy the Gengar and Latias weakness. Either Lucario or Heatran is going, which means my ground weakness is slightly smaller.
