Anybody know how to get it? I've been tryign to figure it out for a while but have had no luck so now I'm asking you people.

I'll be nice and actually answer your question, because it's a bit confusing.
There is no way to get ??? Arceus, ever. It is merely a placeholder in the game code to make things run smoothly - it just so happens that they made it look "legitimate" (to people who felt the need to hack the game apart).
