Under hail, Arctozolt is an immensely powerful and fast wallbreaker that outspeeds RU's most common Choice Scarf user in Xurkitree. Using Bolt Beak's incredibly high Base Power, Arctozolt is able to put immense pressure on any Pokemon it hits neutrally while threatening the rest with excellent Ice-type STAB coverage in Blizzard. The given EV spread allows Arctozolt to 2HKO Steelix with Blizzard after Stealth Rock and Hail damage, outspeed up to Choice Scarf Heracross, and maximize Bolt Beak's damage output, while a Naive nature allows it to switch into Flying-type Pokemon such as Crobat easier. Freeze-Dry nails Seismitoad and Gastrodon, which otherwise wall it, and eases prediction against teams with both Water- and Grass-types. Substitute similarly takes advantage of forced switches to ease prediction, but limited hail turns only make it useful on dedicated hail team. Otherwise, Hydro Pump provides a stronger move to hit Steelix and Stakataka with and OHKOes Rhyperior and Alolan Marowak. A spread with maximum Attack investment and Icicle Crash can be run to hit Steel-types such as Cobalion and Metagross harder, but it misses out on powerful special coverage that Blizzard provides.

As a hail wallbreaker and sweeper, Arctozolt must always be run with a Snow Warning user. This means it can only fit on archetypes such as Aurora Veil teams with Vanilluxe and dedicated hail teams with Abomasnow, or else work with Choice Specs Vanilluxe as a semi-hail core. Aurora Veil teams should attempt to overwhelm the opponent with threatening setup sweepers such as Barbaracle, Linoone, Polteageist, and Quick Draw Galarian Slowbro, while full hail functions similarly, pairing Arctozolt with other hail wallbreakers like Arctovish and Nasty Plot + Weather Ball Thundurus.
Arctozolt is vulnerable to faster Choice Scarf users, particularly Mienshao, Darmanitan, and Zarude, so Pokemon that can switch into them or set up on them are necessary, like RestTalk Suicune and Noivern. It also needs Steel-types such as Cobalion and Metagross chipped, as they can take Bolt Beak from full HP. Weakening them can be achieved through Spikes from Pokemon like Klefki and Roserade. Teams with Vanilluxe + Arctozolt only need to be able to deal with sturdier Steel-types such as Registeel, which can wall both Pokemon easily. Fighting-types like Cobalion and Mienshao can deal with them. Finally, although less necessary on Aurora Veil teams, solid entry hazard control such as Starmie or Xatu on hail or Noivern and Togekiss on semi-hail is almost required on teams with Arctozolt, as they will always have two Ice-types extremely vulnerable to entry hazards.

Under hail, Arctozolt is an immensely powerful wallbreaker with a useful speed tier that allows it to outspeed RU's most common Choice Scarf user in Xurkitree. Due to Bolt Beak's incredibly high BP, Arctozolt is able to put immense pressure on any pokemon it hits neutrally while complementing Bolt Beak with excellent Ice-type STAB coverage in Blizzard. The given EV spread allows Arctozolt to 2HKO Steelix with Blizzard after Stealth Rock and Hail chip, outspeed up to Choice Scarf Xuriktree, and maximize Bolt Beak's damage output. A Naive nature allows it to switch into Flying-type Pokemon such as Crobat easier, while a Hasty nature does the same for Electric-types like Xurkitree. (idk if hasty vs naive is big enough a thing to warrant a mention of both. Just stick to the overall better one.) Freeze-Dry nails Seismitoad and Gastrodon, which otherwise wall it, and significantly easy prediction against teams with both Water- and Grass-types. Substitute similarly takes advantage on forced switches to ease prediction, however, limited hail turns only make it useful on dedicated hail team. Otherwise, Hydro Pump provides a stronger move to hit Steelix and Stakataka with while OHKOing Rhyperior. Low Kick can also OHKO Stakataka. (Other targets? if it just for staka then you can remove it.) A spread with maximum attack investment and Icicle Crash can be run to hit Steel-types such as Cobalion and Metagross harder, however, it misses out on powerful special coverage that Blizzard provides.

As a hail abuser, Arctozolt must always be run with a Snow Warning user. This means it can only fit on archetypes such as Aurora Veil teams with Vanilluxe, dedicated hail teams with Abomasnow, or work with Choice Specs Vanilluxe as a semi hail core otherwise. Aurora Veil teams should attempt to overwhelm the opponent with threatening set-up sweepers such as Barbaracle, Linoone, Sinistea Polteageist, and Quick Draw Galarian Slowbro, while full hail functions similarly, pairing it with other hail abusers like Arctovish and Nasty Plot Thundurus with Weather Ball. (I'm guessing this what you meant when mentioning thundy as a hail abuser)
Arctozolt is vulnerable to faster Choice Scarf users, particularly Mienshao, Darmanitan, and Zarude, so Pokemon that can either switch into these or set up on them are necessary, like Suicune and Tornadus Noivern. (Torn can't really switch into any of those, but vern sorta can. Suicune also doesn't like switching into darm and mienshao so you should prob replace it too.)It also needs Steel-types such as Cobalion and Metagross chipped, as they can live a Bolt Beak from full and heavily damage Arctozolt, which can be achieved through Spikes from Pokemon like Klefki and Roserade. Teams with Vanilluxe + Arctozolt only need to be able to deal with sturdier Steel-types such as Registeel; as it can otherwise wall both Pokemon easily. (and how do you deal with said sturdier steels?) Finally, although less necessary on Aurora Veil teams, solid hazard control such as Starmie or Xatu (I wouldn't call either of those solid hazard control, tho I guess hail doesn't have better options. if they fit the style then noivern and kiss are better examples.) is almost required on teams with Arctozolt, as they will always have two Ice-types extremely vulnerable to entry hazards.

QC 1/2

just max out the speed stat. although uncommon, the current spread misses out on scarf heracross whereas max speed edges out. it’s important to try and cover as many as bases as you can, especially when there’s not much of an opportunity cost in doing so. this should be the spread: 80 Atk / 176 SpA / 252 Spe.

you're right on scarf heracross. would still consider making the ev spread 108 Atk / 176 SpA / 224 Spe (creeps scarf hera)

i went through the vr ranks to see whether 80 atk vs 108 atk affected any calcs and it does help improve rolls against:
80 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 0 HP / 0 Def Necrozma: 255-302 (76.1 - 90.1%) -- 18.8% chance to OHKO after Stealth Rock
108 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 0 HP / 4 Def Necrozma: 263-309 (78.5 - 92.2%) -- 37.5% chance to OHKO after Stealth Rock

-1 80 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 252 HP / 104+ Def Incineroar: 153-181 (38.8 - 45.9%) -- guaranteed 3HKO after hail damage
-1 108 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 248 HP / 104+ Def Incineroar: 156-185 (39.6 - 47%) -- 0.4% chance to 2HKO after hail damage (seems pedantic but considering incin is gonna be taking chip form hail and other stuff all the game id say its realistically gonna be higher which is relevant cuz incin owns hail)

80 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 252 HP / 160+ Def Cresselia: 175-208 (39.4 - 46.8%) -- 34.8% chance to 2HKO after Stealth Rock, hail damage, and Leftovers recovery
108 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 252 HP / 160+ Def Cresselia: 181-214 (40.7 - 48.1%) -- 64.1% chance to 2HKO after Stealth Rock, hail damage, and Leftovers recovery

80 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 252 HP / 0 Def Eviolite Doublade: 121-144 (37.5 - 44.7%) -- 4.7% chance to 2HKO after Stealth Rock and hail damage
108 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 252 HP / 0 Def Eviolite Doublade: 125-148 (38.8 - 45.9%) -- 18% chance to 2HKO after Stealth Rock and hail damage

80 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 0 HP / 0 Def Drapion: 238-281 (84.6 - 100%) -- 81.3% chance to OHKO after Stealth Rock
108 Atk Life Orb Arctozolt Bolt Beak (170 BP) vs. 0 HP / 0 Def Drapion: 243-289 (86.4 - 102.8%) -- 93.8% chance to OHKO after Stealth Rock
considering these mons are likely going to be constantly taking hail chip it makes it more likely as well. these are pretty much a random scattering of mons, but there's clearly a small opportunity cost of going max speed cuz only thing you miss out on is tying max speed zolts. idk if that goes against analyses rules though
