I have a 22\12\30\28\22\18 Timid azelf, and would plan to ev it with 220 speed, 252 spa and then 36 in HP; using a nasty plot set...with its below average speed IV, and a metagame with pokes with insane speed should i compensate and but more evs in speed than Special attack?

This topic breaks the rules but I'll be nice -

You need a 22 speed IV minimum to beat out Pokemon in the lower tier (Gengar, for instance); since you don't meet that criteria, you're going to want to go a bit lower - fortunately for you, 252 speed EVs gives you *just* enough to outspeed +speed Infernape, which IMO is valuable. Otherwise just max special attack.
