Baltoy is extremely bad. The only uses people would be able to get out of this Pokemon could be a bulky Stealth Rocker/Screener. Baltoy lacks Atk/SpA/HP, but decent in every other area. There are much better ground types/stealth rockers out there (ex. Dwebble/Onix/Mudbray/Diglett/Tirtouga) and better Screeners out there (ex. Spritzee/Munna). Baltoy is checked by a lot of things which makes it not a good Pokemon to choose from.

This set would take 3 turns to set up with, which would take too long before it gets killed. This set serves the purpose to help mons on the other team to take more hits.
This set isn't worth using because of how long it takes to get everything off. Getting everything off would mean getting lucky and not using a Light Clay would take a turn for you to switch out. Onix/Dwebble/Mudbray/Diglett/Tirtouga can set up Stealth Rock and still deal lots of damage before getting killed.
