Building Process...

At first I was just making a team centered around a tanking Scrafty set. Scrafty has impressive defenses and was perfect for the Job of Tanking against the opposition with it's typing and Dark types are my Favorites Scrafty had quite power behind him...

Now that I had a Scrafty I wanted a Pokemon to draw out Psychic type threats but I also wanted a Special sweeper Gengar was my first thought Gengar's Poison typing was a good way to draw out those particular threats and he would do the trick with his great speed. I ran numbers through my head with the dfferent set ideas using Smogon's Sets as well as those from other sites.

I grew cautious of the Skarm-Bliss combination and I didn't want any complications especially with these two I had to find a Mix sweeper. Salamence has the versatility to be a mix sweeper as well as keep those dragons off me a beast to say the least.

The Possibility of Powerful Ice type moves filled me with worry I need to reduce the vulnerability of Ice even by just a small margin Latios was Ideal for that job He could also serve as a mix sweeper just like Salamence I could really see potential with the psychic dragon.

To hit a dragon I need to shield against them as well A steel type was needed to provide synergy with the mighty dragon I had on my team I thought Ferrothorn at first then Magnezone was my second thought but I needed this steel type to be a Physical sweeper between Scizor and Metagross I chose Metagross because they have a better defense than Scizor and I didn't want to fall victim to Volcarona in mid battle with a quad weakness.

With my sweepers chosen I needed a lead pokemon for them another source told me this would do well with a baton pass lead with that in mind I was thinking what would do the job well I thought Espeon due to all the entry hazards I have seen Ninjask had impressive moves at his disposal to be my baton Passer but I needed more survivability to last in the match as well as a way to start up a sweep with impunity Smeargle is by far a useful pokemon with as much access to moves as Mew itself.

With all my Pokemon chosen for the team I needed some thing to just annoy the Opposition as well as provide extra coverage for the team Togekiss is the upper echelon of the most annoying Pokemon Next to Jirachi and has a vast move pool with many different ideas I could use to annoy my opponents.

Having multiple issue with Breloom I needed to switch out Gengar for something else Mew could at least scare them with the risk of Synchronize and winding up with a sleeping Breloom before the Toxic orb could activate and Mew can outspeed Breloom by a fair margin as long as they don't carry Mach Punch the in their set which may be unlikely another reason for switching out Gengar is Mew is not as frail as Gengar is, I do keep Gengar just in case I am in need of something faster than Mew.

My Smeargle Adeleene the lead and is pretty awesome when she needs to be her main purpose is to set up she can do pretty well and she somewhat out speed other smeargle that are out there. Spore puts the pokemon to sleep allowing the time necessary to set up once every thing is set I can go to baton pass to my next pokemon giving them survivability and a chance to setup and start sweeping the only threats though are scarfed opposition Roar users if they wake up after the spore and I was mid way setting up and Pranksters namely Whimsicott, Sableye, Tornadus and surprisingly Lv 1 Cottonee...

X.A.N.A (Metagross) @ Air Balloon

My Metagross X.A.N.A is my Physical sweeper a basic agility set that out speeds Non swift swim Kingdra after one speed boost and other threats they can't cripple my Metagross if the sub is in effect and is immune to the threat of earthquake thanks to the Air Balloon and having a means to recover with the Ingrain baton passed over to him Meteor Mash takes out Terrakion only carrying swords dance and can out speed Scarfed Terrakion after two Agility boost Earthquake's sheer power takes out Chandelure and Volcarona that would appear. ThunderPunch take out Gyarados that would threaten Metagross sweep otherwise.

My Latios Ronarak is my mixed sweeper He comes out on the threat of the Skarmbliss combination Outrage after at least one boost will take out Blissey with one hit and two hit for Chansey but that a different story Ice Beam Hits Skarmory it won't do much but if I am lucky Skarmory will get frozen which could mean trouble for the bird an draw out the Blissey thinking it's a special only set and they won't expect a physical attack.

Pearl Jam (Mew) @ Life Orb

This Mew will serve as my special sweeper though not as fast as Gengar can do pretty good and is capable of out speeding if they don't carry Mach Punch Mew Can set up with Nasty plot apart from Gengar start sweeping with impressive force after just one Nasty Plot Aura Sphere is for the threat of Ferrothorn shadow ball is for Psychic and Ghost pokemon like Victini and Jellicent. Psyshock is for the threat of a Special Tank that would come and wall the set with ease.

This is the possible set I could use in the future because I still see use of the Ghost pokemon the Idea is a bit simliar to Mew to take out the defensive threats such as Ferrothorn and Jirachi Gengar is faster than Mew by a slight margin

My Scrafty the star of the team and an impressive Tank it Can wall very easily against certain OU threats and as I have seen from tests She can Take a hit after at least two Bulk Ups Shell smash Cloyster can hardly put a dent in this defensive pokemon With shed skin it can shake of the Poison left by toxic spikes, Spores from Breloom, Thunder waves from Jirachi and Ferrothorn, Will-O-Wisp from Dusclops and Ninetales etc... Accompanied by Adeleene's Subs she can set up pretty well the only thing that could overwhelm her are the Unaware Quagsire which can use recover.

The idea to this set to shuffle and drain with amnesia it could set up and take hit from a Volcarona Bulk Up made her stronger against physical attackers Drain Punch drains the opponent and heal herself with each blow Dragon Tail is to stop faster foes from triying to set up like Dragonite or Haxorusthe added speed EV allows her to out speed similar sets as the Current set does but by a bigger margin

Angel (Togekiss) (F) @ Leftovers

Finally my Togekiss Angel. Her purpose is to annoy if all else fails to assure my other team mates efforts weren't in vain Paralysis is all about coming in with the sub allow her to do this and annoy without a problem the first time around Flamethrower is a good choice in my opinion it will allow me to hit Ice types and it gets strong if I am met with a sun team it also frighten Ferrothorn and Forretress in to switching. Roost is the main means of recovering and staying in longer

Adeleene to X.A.N.A

Once the sub and Ingrain is passed to X.A.N.A he can get at most 2 Agility before the Sub breaks if the move are Neutral or not very effective in damage.

Adeleene to Ronarak

To my test Ronarak is a tad frail and subs seems to break easily after a Neutral damage hit but If he comes in on predicted status moves he can and may be able set up and start sweeping.

Adeleene to Pearl Jam

Pearl Jam may be less frail than that of Reena but just like Ronarak coming in on status moves will allow you the chance for setting up and sweeping through the opposition.

Adeleene to Reena

though she is stronger than Pearl Jam she is a very frail and Subs easily break but coming in on status moves could giver her the chance to take out the likes of Ferrothorn and Jirachi but Reena is capable of setting up her own sub after Adeleene's break I wouldn't advise seeing this is a Life Orb set.

Adeleene to Penelope

After TWO Bulk Ups the sub Takes at most three hits on Neutral Damage and one on Super Effective hits once the tank is set up there is almost no stoping this beast and she can even come in on entry hazards and regain all HP lost from it Toxic spikes doesn't even worry her.

Adeleene to Angel

Though I haven't done enough testing on it I could say Angel can take one hit on the special side but it could break from any neutral damage and start annoying the opposition with T-Waves and flinching but the burn chance of Flamethrower might change the odd by just a little bit in a battle

While I usually don't like rating baton pass teams due to their generally straightforward, cookie-cutter appearence, I decided I'll give it a shot. I hope it helps.

With Smeargle as your one and only baton passer, you are unable to rack up your stats. This is especially true because the Smeargle you are using is designed to support the next member of a Baton Pass chain, not to switch into a setup sweeper. My recommendation would be to add Baton Pass Espeon for further chaining. As I don't want to hurt the style of the team more than this change already has, I recommend you put it over Mew. This allows a one-move sweep, reflect entry hazards and taunts which can threaten an all-setup team, and allows you to give the boosts to another pokemon when Espeon is having trouble staying alive.

Due to the full-setup-sweep style of play, you are especially vulnerable to stall teams. I recommend adding Espeon ASAP, it will take a lot of counters off the team. Being immune to taunt and resisting fighting attacks, it's the perfect battle buddy for Smeargle.

There's nothing wrong with using weather, stop living in the 7 months ago.
 
I notice that you have Flamethrower on Togekiss, which isn't bad, except for the likelyhood of your foe to become burned before Parahax'ed, which can really be a problem if they:
1- Are a Sp.Attacker, such as Reuniclus or DW Alakazam, who take no damage from being burned.
2- Out speed Togekiss and very well need to be Para-hax'ed.
I only point this out because I, too, have made mistakes as such in battle.
*Just a heads up for what can go wrong.*
 
One glaring problem I see is your Latios. Latios should never run Dragon Dance. Why? Psyshock is a move that runs off of your Special Attack but your opponent's Defense. In other words, Blissey is toast.
