[OVERVIEW]

Beartic has a very high Attack stat that can be boosted via Swords Dance and fulfills the role of a sweeper under rain or hail. Despite this, it has a bad defensive typing and only average bulk. Its worst negative, however, is its Speed. Beartic is very slow, and even under hail or rain, Choice Scarf users like Primeape, Haunter, Swanna and Jynx outspeed it and proceed to revenge kill it with their STAB moves. As a rain sweeper, it is outclassed by Kabutops, and as a hail sweeper, by Alolan Sandslash. Both of these Pokemon boast a secondary STAB typing, aren't weak to Stealth Rock and actually outspeed the aforementioned Choice Scarf users under the weather.

Despite this, it has a bad defensive typing, only average bulk, and it is completely outclassed by Pokemon with better movesets and typings which can also boost its power (you forgot to mention the worst thing about this mon which is its speed. Mention that common scarfers outspeed it at +2 like Primeape and Togedemaru, which check it offensively). As a rain sweeper, it is outclassed by Kabutops, and as a hail sweeper, by Alolan Sandslash.(because...? higher speed to actually outspeed everything, dual typing, aren't weak to rocks??) It doesn't even work well under Trick Room either, since it's also outclassed entirely by Crabominable. (crab has higher attack, its slower so it can underspeed more things in Trick room and Fighting STAB)

(no need to talk about outside of weather imo)Even under weather, common Scarf users like Primeape and Togedemaru outspeed it and proceed to OHKO it with their STAB moves. As a rain sweeper, it is outclassed by Kabutops and Ludicolo, both with dual STAB options, and as a hail sweeper, by Alolan Sandslash, who also boasts a dual STAB, doesn't have a weakness to Stealth Rock and has higher speed, actually outspeeding common Scarf users under the hail. (this sentence can be extremely trimmed down, since kabutops and snowslash share a lotta the same qualities)It doesn't even work well under Trick Room either, since it's also outclassed entirely by Crabominable, who is faster under Trick Room and has a Fighting STAB which doesn't lower its Attack stat.(no need to mention TR, was never a great choice for it anyway)

Implemented and done. Because Togedemaru rose, I eliminated any mention of him and instead put other Choice Scarf users that outspeed Beartic but not Sandslash-A. Thanks a lot for the checks!
