With the Introduction of BW2 move tutors, and new pokemon, with the knowledge/help of the OU community of this forum I put together a team which could potentially be the most dangerous rain team on it's way into everyone's hands.
at a Glance!
Tornadus-T @ Leftovers
Nature: Naive
Ability: Regenerator
252 SpA/ 252 Spe/ 4Atk
Hidden Power Ice
Hurricane
U-Turn
Super Power
Tornadus-T has very good damage in Stab hurricane with Life Orb, and Hidden Power Ice to hit Dragons, Grass types, and other Tornadus-T for super effective damage. U-Turn to get out of sticky situations and Super power to take out Tyranitar and the like, swiftly, and without the need for attack investment, the debuff doesn't even matter.
Toed @ Leftovers
Nature: Calm
Ability: Drizzle
252HP/ 176 SpD/ 80 SpA
Perish Song
Scald
Toxic
Protect
The king of wall stopping, Sun Team Destroying, and being annoying, Utility-Toed.
This set has won me many games I'd otherwise lose by stopping stalls when one of my core pokes are down for the count, and securing kills when you have one of those games where you have 3 weak pokemon and and your enemy has that one final pokemon that would win the game if it wasn't for perish song ending it for you.
He forces a switch, and puts walls in a position where they can't stay in and have to switch or die. He's a solid pokemon, and makes rain extremely strong
Amoongus @ Blacksludge
Nature: Calm
Ability: Regenerator
252 HP/ 4 Def/ 252 SpD
Spore
Stun Spore
Hidden Power Ice
Giga Drain

http://www.smogon.com/forums/showthread.php?t=3468413 This thread pretty much describes it all. Amoongus is the premier special wall in my team and for good reason. with my play style, and many of the teams that I make, I do alot of switching out. Game Freak Did a dirty thing by giving this guy regenerator, He cripples and stalls, a monster special wall!
Slowbro @ Leftovers
Nature: Bold
Ability: Regenerator
252 HP/252 Def/ 4 SpD
Psychic
Thunder wave
Scald
Slack Off
The final Pokemon in the defensive core is Dat Dude Slowbro. He and Amoongus are perfect together, they take hits from each others weaknesses like love taps and shrug them off. He makes up the defensive core and is another one of my cripplers with the move thunderwave. Paralyze is so crucial to my team because 2/3 of my offensive core need it, or else the likelihood that they get outsped will be moderately high, and could cause problems.
Hydreigon @ Choice Specs
Nature: Modest
Ability: Levitate
4 HP/ 252 SpA/ 252 Spe
Earth Power
Surf
Draco Meteor
U-Turn
Heatran has no place here, Tyranitar, even though two of my pokemon smash bricks in your face, I want your demise to be complete and utter overkill. I want every little hat trick in your team enemy trainer to be eliminated in the quickest way possible, and that's where Hydreigon comes in.
Surf + Rain? Check
Draco Meteor? Overkill Check
U-Turn? time to get out of here Check
Earth Power? Lets Roll over some steels and rans
The biggest con about this set is obviously the lack of a fire type move though, in rain it would be too weak to even really care about. That same con also gives this team a hat trick of it's own. A mind game that their ferrothorn, skarmory, steels and ice types are safe.
Honchkrow @ Life Orb
Nature: Lonely
Ability: Moxie
252 Atk/4 SpA/ 252 Spe
Sucker Punch
Super Power
Heat Wave
Brave Bird
Kill this thing quick, or it will kill you and 90% of the time the other mons in your team
I always ran honchkrow in my teams. back in the super luck days those criticals made me feel like I hit the lottery. With the Introduction of Dream World, He was always the hat trick in my team with Sub/Roost/Brave Bird/ Sucker Punch... though he would be useless everytime those gosh darn steels came out. Always Needed atleast a +2 to kill those bastards... but now... with the BW2 Move tutors.... that's no longer a problem :)
Honchkrow was blessed with a boon of Great Offensive Stats
125/105 Respectively. With this EV spread he boasts 383 Atk and 247 SpA. BW2 move tutors were a godsend in a sense (though I wish they would of taught sucker punch.... holy hell I'll never have my sucker punch golem) because they brought with them the move heatwave an 100 BP Fire type attack that now makes Honchkrow so threatening that he's most likely going to tier jump very soon. It also brought with them Super Power. Coverage he needs.
A nice little thing about Super Power On Honch. If It kills (which it will unless you're out sped by the thing it hits or if it has sturdy, sash, etc) the Attack drop is negated because of moxie. He gains no boost, but loses none in the process, however with the Lonely Nature and Defense loss, it makes him more of a glass cannon. High Risk, Good Reward.
Honchkrow to me is the king of Revenge killers now. 1 weakened pokemon on your team can end up costing you many in the process.
The good thing about Honchkrow is, it outspeeds everything important, and can take them out now, breaks down alot of potentially dangerous walls, and what it can't outspeed, 1 boost and a sucker punch can take it out if it isn't using priority against you itself (which half the time it isn't)
And there you have it. Beware the Rain in BW2

Analysis
Utility Core:

The one pokemon found in any rain team now a days is politoed. The reason is simple... Drizzle. Besides setting up permanent rain for my team, he needed another use, and for me that's utility.
Defensive Core:
Defensive Core:

On pokemon with defensives and resistances like these two, Regenerator is a really.... annoying ability. Being able to switch in and switch out and heal all damage done is so good It's disgusting. These two are entry hazard Immune in a sense, and can single handedly PP stall without using a single ability.

Offensive Core:

Offensive Core:

Ground Immunity, Never a factor, Sweep Potential? Broad. This offensive core is 2/3 Special, but the most dangerous offense in this core is the Physical.
