Ban the bubble of water.

Since its origin, I knew Water Bubble would be stupidly powerful, and too much so for BH to handle. We should have known that was is essentially Huge Power for a type with some added perks is going to warp the meta at the best, and absolutely crush it, at the worst.
Water Spout from full KOes just about everything, and a well timed Knock Off or Core Enforcer can screw over everything else that tries to switch in. 100% of the time. (The only real way to win reliably is to have two Water Absorb users. And that's dumb.)

...And everything else about it has pretty much been said.
