Bibareal's Ability

How does Bibarel's ability Simple work? It says "increases effects of attacks and held items"

I know with attacks it works like Serene Grace, but how does it increase effects of items?

It doubles every numbered boost, so +1 turns into +2, but once you reach +6 you can keep going until you hit +12.

If it's baton passed somehow FROM bibarel, it gets cut in half again. If it's baton passed TO bibarel, it gets doubled.
