Blissey SP Atk EV Spread

i'm sorry if this is regarded as a "simple" question, but i posted a few times in the simple question thread and did not get adequate responses.

in the analysis of blissey, every build that uses ice beam says to put 104 or 108 sp atk EVs. what's the significance of this number? i believe this maxes blissey's sp atk at 212 or 213. this number isn't a critical breakpoint for anything IIRC. thanks.
 
Maybe it's a critical point after a CM?

EDIT: It can't OHKO Chomp and only sometimes OHKOs Mence. With a CM, there's too much overkill.
 
putting no EVs into sp atk still guarantees a 2hko against garchomp and salamence doesn't it? if i calculated right, it does like 65% to each one.
 
pokemon like chomp and mence are pokemon you usually NEED that ohko against. saying "a 2hko is good enough" on a salamence is just ridiculous.
 
I read this somewhere some time ago.

Because a nature boost is a flat 1.1, you sometimes get extra points for 4 EVs because of the nature. For example, if you have 99 in one stat, the nature boost would put it at 108.9, but since it is always rounded down it becomes 108. At 100, with only 4 EVs extra, you get 110 after the nature boost, which means you practically get 2 stat points for the price of one. One of these breakpoints is usually at 108, if I remember correctly.

i think all blisseys are bold though (-atk, +def). there's no boost for the sp atk.
 
Modest Blissey is also good don't underrate (Goes well in the CM Set).

And Calm Nature is only for Uber Blissey because in Standard Blissey takes most of the Special Hits well without any SpD EVs, EVs into Def are generally a must and a bit of HP always helps!
